I wanted to suggest an option for having folder for backpack, because whenever we place anyhtimg in backpack for other builders, it is a common backpack, and if the backpack is loaded with many blocks, it makes hard to find the block, so instead implementation of folders could be added in backpack
well i never do that

ya but your method would only work for all screens in a speciifc project whereas backpack works for all projects
The bagpack is provided by blockly and i think it is too hard to do that so download blocks and save it in your pc. If you want to use that blocks just drag and drop them in blocks section
but downloading a block is in png format
they can make variables to store blocks 
. but even blocks are always stored in project
